There are plenty of maps for riding in Salem. You can normally pick one up at a bike store or at city hall. The city of Salem has the maps also online here:
which hosts two maps - one for Salem and one for the vicinity into the counties.
Word of caution, downtown Salem has a Pedestrian Safe Zone. Inside an 8 square block zone in downtown (where a number of bike stores are located) you can not ride on the sidewalk. You must ride with traffic.
